Roscoe Village grew up around Riverview Park, a major amusement park that opened nearby in 1903. Dozens of businesses, roughly half of them bars and taverns, sprang up along Belmont, Roscoe, and Western to serve park visitors. Starting around 1920, the neighborhood's old greenhouses were steadily replaced with housing for second-generation German American tradesmen and factory workers.
The Great Depression hit hard, with unemployment in the area exceeding 40 percent, and the postwar decades brought further decline. By 1970, homes in the neighborhood were selling for $20,000 or less. A string of garage fires in 1977 pushed residents to organize, forming what eventually became Roscoe Village Neighbors in 1988. A turning point came in 1990 with the conversion of the old Eversharp pencil factory at 1800 West Roscoe Street into residential units. Property values climbed from around $20,000 in 1971 to between $400,000 and $800,000 by 2000.
